How the Observatory works

Complaints, Consultations and Referral Unit

The main entry point for workers, receiving complaints, reports and consultations concerning rights, working conditions and violations. It records cases and available documents, provides initial guidance, assesses the most appropriate trade union, legal or official pathway, and follows referrals while maintaining confidentiality and privacy.

Complaints, Consultations and Referral Unit

Data, Analysis and Reporting Unit

Manages the labour database and information from complaints, reports and field monitoring. It classifies and analyses cases by violation, sector, area and worker group, turning data into indicators, reports, studies and policy briefs that explain Palestinian working conditions and support evidence-based action.

Data, Analysis and Reporting Unit

Awareness, Knowledge and Capacity-Building Unit

Improves workers’ knowledge of their rights and explains available protection pathways and services in accessible language. It develops awareness materials and practical guides and trains union staff and focal points in labour rights, monitoring, documentation and secure data handling.

Awareness, Knowledge and Capacity-Building Unit

Advocacy and National and International Outreach Unit

Uses evidence, data and documented cases to highlight workers’ issues and defend their rights. It supports union action, social dialogue and collective bargaining, and engages national and international bodies to improve responses to violations and advance policies, laws and practices promoting decent work and social justice.

Legal Clinic

The legal clinic acts as a functional partner and specialist referral pathway. Cases needing detailed legal advice or specialised follow-up are referred to it, while the Observatory continues to monitor referral progress and outcomes within its protection and access-to-justice role.
