Privacy and confidentiality

Privacy Policy

We are committed to protecting the privacy of workers and all users of the Palestinian Labour Rights Observatory (PLRO) website and services, and to handling information responsibly and securely.

Last updated: September 2026
About the Observatory: The Palestinian Labour Rights Observatory (PLRO) is a specialised institutional unit within the Palestinian General Federation of Trade Unions. It follows the Federation’s governance, supervision and accountability arrangements, with professional and technical independence in monitoring, documentation, analysis and reporting.

1. Scope of this policy

This policy explains how personal information is collected, used and protected when using the PLRO website or related online services, including complaints, reports, requests for legal consultation and contact with the Observatory.

2. Information we may collect

Depending on the service, data collected may include:

  • Name and contact details.
  • Telephone number and email address.
  • Place of residence or governorate where necessary.
  • Workplace, sector and nature of the employment relationship.
  • Information relating to the complaint, report or consultation.
  • Documents and evidence submitted by the user.
  • Information necessary to follow up the case or refer it to a competent body.
  • Limited technical data relating to website use and cookies.

PLRO follows the principle of data minimisation, collecting only information necessary for its intended purpose.

3. Why do we use information?

  • Receive and record complaints, reports and consultations.
  • Communicate with the person concerned.
  • Verify information and documents.
  • Determine referral and follow-up pathways.
  • Provide information and initial guidance.
  • Analyse patterns of labour rights violations.
  • Prepare reports, statistics and studies.

4. Case confidentiality

Complaints, reports and consultations are handled confidentially. Submitting a case does not mean that its details or the person’s identity will be published on the website or in PLRO reports.

5. Sharing information

Personal or sensitive data are not shared publicly. Handling some cases may require sharing the minimum necessary information with a competent body, such as:

  • The legal clinic.
  • Branches of the Palestinian General Federation of Trade Unions.
  • The relevant sectoral trade unions.
  • A competent public or legal authority.
  • A specialist organisation providing a complementary service.

Sharing is for a defined purpose, limited to what is necessary, and follows approved procedures, with consent and risk assessment where required.

6. Statistics and reports

The Observatory uses aggregated data to understand patterns in violations and labour issues. Where possible, identifying information is separated from analytical data, and aggregated or anonymised information is used in reports, statistics and public outputs.

7. Publishing individual cases

PLRO does not publish information about an individual case in a way that could reveal the person’s identity without completing verification, protection and risk assessment procedures and obtaining the necessary approvals where required.

Protecting workers, their families, witnesses and reporting persons takes precedence over media or advocacy considerations.

8. Information security

The Observatory applies organisational and technical procedures to protect information against loss and unauthorised access, use, alteration or disclosure. Access to sensitive data is limited to authorised persons according to their responsibilities.

9. Data retention

The Observatory retains data for as long as necessary for the relevant operational, legal or professional purpose. When no longer needed, data are handled according to approved archiving, deletion or secure destruction procedures.

10. External links

The website may link to websites or platforms managed by other organisations. PLRO’s privacy policy does not automatically apply to them; users are encouraged to review their own privacy policies.

11. Privacy policy updates

This policy may be updated as the Observatory’s services, systems and policies develop. The updated version and its revision date will be published on this page.
