1. Institutional status of the Observatory

The Palestinian Labour Rights Observatory (PLRO) is a specialised institutional unit within the organisational structure of the Palestinian General Federation of Trade Unions. It is not an independent body or a parallel organisation.

It operates under the Federation’s authority and governance, with professional and technical independence in monitoring, documentation, verification, analysis and reporting.

2. Website objectives

  • Provide information on labour rights.
  • Provide access to complaints, consultations and reporting services.
  • Publish reports, studies and indicators.
  • Raise awareness of the rights of women and men at work.
  • Support advocacy, social dialogue and trade union action with data.

3. Using the website

Users must use the website and its services lawfully and responsibly, without harming people or systems or attempting unauthorised access to data or services.

4. Information provided by users

Users are responsible for providing information as truthfully and accurately as possible, particularly when submitting a complaint, report or consultation request. The Observatory may request additional information or documents for verification or follow-up.

5. Submitting a complaint or report

Registering a complaint or report with PLRO does not automatically establish that a violation occurred or constitute a legal ruling. Information is recorded, assessed, verified and classified under the applicable procedures.

6. Limits of the Observatory’s role

The Observatory does not replace the Ministry of Labour, the judiciary, courts or competent public and legal authorities. Its role covers monitoring, documentation, guidance, intake, referral, follow-up and analysis within its mandate.

Notice concerning legal information
General information and awareness materials on this website aim to improve knowledge of labour rights. They do not automatically constitute individual legal advice or replace an assessment of each worker’s circumstances and documents.

7. Legal consultations

Users may request a consultation through the Observatory’s official channels. Cases requiring specialised legal assistance may be referred to the legal clinic or another appropriate legal body, depending on their nature.

8. Content, reports and statistics

PLRO seeks to publish information and analysis based on available data and established verification methods. Published figures or information may be updated when newer data become available or corrections or additions are required.

9. Privacy and data

The use of personal data and sensitive information is governed by PLRO’s privacy and data protection and confidentiality policies.

10. Copyright and use

Rights to original content, reports, materials and products published on this website belong to their respective rights holders, unless otherwise stated.

Published content may be cited for research or awareness purposes with clear attribution, without distorting it or using it misleadingly.

11. External links

The website may link to public, trade union, research or international organisations. These websites have their own terms and policies. PLRO is not responsible for their content or privacy practices.

12. Website security

Attempts to bypass safeguards, gain unauthorised access to systems, accounts or databases, or disrupt digital services are prohibited.

13. Changes to these terms

The Observatory may update these terms as its services, policies and systems develop. Publication of the updated version on the website serves as notice of the changes.
